Lai Chau Vice Chairman Giang A Tinh Inspects the Hoang Lien Pass Road Tunnel Project

On the morning of 26 February, a Lai Chau provincial delegation led by Mr Giang A Tinh, Vice Chairman of the Provincial People’s Committee, inspected progress on the road tunnel through Hoang Lien Pass, connecting Sa Pa Town in Lao Cai Province with Tam Duong District in Lai Chau Province.

The delegation included representatives of the Departments of Construction and Agriculture and Environment, the Provincial Land Fund Development Centre, the Construction Investment Project Management Board and relevant units, together with leaders and specialist officials from Binh Lu Commune.

At the inspection, the Project Management Board reported on implementation and upcoming plans. The tunnel is a Group A transport investment project, with its main tunnel classified as a special-grade structure. Construction takes place across both Lai Chau and Lao Cai provinces.

Relevant agencies and local authorities are coordinating compensation, land clearance and the handover of sites to contractors. Surveying and construction-drawing design are also being advanced. The project owner has approved construction drawings for certain components that can begin immediately without additional surveys.

Following technical-design approval, the owner approved the subsequent contractor-selection plan. Contractor selection has now been completed and construction contracts signed.

In the next phase, departments and local authorities will continue community communication, approve compensation plans, arrange payments and support site handover. Contractors are to concentrate labour and machinery on available work areas to maintain the overall schedule.

Delegation members, Binh Lu Commune leaders and construction representatives discussed measures to accelerate delivery.

Concluding the inspection, Mr Giang A Tinh requested a detailed weekly and monthly progress programme. He asked the project owner to coordinate proactively with Lao Cai Province and direct contractors to mobilise sufficient personnel and equipment.

He assigned the Provincial People’s Committee Office to circulate the province’s conclusions to contractors and relevant organisations for close implementation monitoring. Binh Lu Commune was asked to work with the relevant departments and units to strengthen communication and build public agreement on state land acquisition.
